IRD-approved billing software in Nepal: the rules and where Pasal fits

For electronic tax billing, use IRD-enlisted software and obtain the required permission for your business. Not every shop is required to switch to electronic billing. Pasal's IRD approval is still pending, so Pasal is not currently a substitute for an approved electronic tax-billing system.

A shop needs to know what sold, what is left and who still owes money. It also needs the correct bill. Those jobs belong together in your working day, but a useful shop app does not automatically have permission to issue electronic tax invoices.

Is IRD-approved software mandatory?

There are two separate requirements. IRD's Electronic Billing Procedure, 2074, sections 3 and 4 requires enlisted software for issuing electronic bills and permission from the relevant tax office. This also applies when a business chooses electronic billing voluntarily. Being below a compulsory e-billing threshold does not make unapproved billing software acceptable.

Which businesses must adopt electronic billing depends on the notices and conditions that apply to them. PAN registration, VAT registration, software enlistment and the business's billing permission are different things. Putting a PAN, VAT amount or invoice number on a printout does not establish software approval.

Who has to use electronic billing and CBMS?

IRD's notice dated 4 Baisakh 2083 requires taxpayers with annual turnover above NPR 20 crore to issue electronic bills and connect them to CBMS when issued. It excludes entities such as banks and financial institutions that do not directly issue bills to consumers because of the nature of their business.

NPR 20 crore is not a general exemption for smaller businesses. The electronic-billing procedure also covers businesses directed by IRD to use electronic billing and those choosing it voluntarily. Your applicable notices and permission conditions still matter; do not reduce the requirements to one turnover figure.

CBMS obligations also depend on the applicable permission and procedure, including its cloud-computing conditions. Do not decide that CBMS is unnecessary simply because turnover is below NPR 20 crore. Confirm your sector, registration, applicable notices and billing arrangement with the tax office where you are registered or your accountant.

What is Pasal's current IRD status?

As of 8 October 2026, Pasal has not received IRD software approval. Its IRD connection remains Off/Test only; Live submission is unavailable. A successful test request is not approval and does not create a real tax filing. Read Pasal's IRD test-mode guide for the current boundary.

An invoice label or a numbered receipt produced by Pasal should not be treated as proof of an approved electronic bill. If you need legal electronic tax billing, use an enlisted billing system with the required business permission. You can assess Pasal's shop-management tools alongside that arrangement, but reconcile records so one sale is not counted twice. Do not move your legally required billing to Pasal while its approval is pending.

Why Pasal can be a better fit for day-to-day shop work

The practical benefit is having the shopfront and the work behind it in one place. For a shop currently juggling a website, order messages and separate stock or credit lists, that can be a better fit than buying only a billing tool.

  • Your own storefront: choose a design, show your products or menu, and give customers a link where they can browse and order.
  • Orders and stock together: manage online orders and counter work around the same catalog. Track stock, sizes, colours and serial units where configured. Choose whether customers see stock quantities.
  • Khata and customers: keep customer credit records and follow amounts owed without searching through separate notebooks or chats.
  • The day's figures: review sales, spending and product reports, and prepare records for your accountant. Reports do not replace tax returns.
  • The rest of the shop: staff access, payslips, bookings and loyalty tools are available according to your plan and setup. English and Nepali interfaces help the people using them.

These are workflow benefits, not a claim that Pasal is better than every competitor or an exemption from billing rules. If approved tax billing is your first requirement, choose that system first. नेपालीमा: IRD स्वीकृत सफ्टवेयर चाहिन्छ?

विद्युतीय बीजक जारी गर्न IRD मा सूचीकृत सफ्टवेयर र आफ्नो व्यवसायको आवश्यक अनुमति चाहिन्छ। सबै पसललाई विद्युतीय बिलिङ अनिवार्य गरिएको छैन। Pasal को IRD स्वीकृति अझै प्राप्त भएको छैन, त्यसैले अहिले यसलाई स्वीकृत विद्युतीय कर बिलिङको विकल्प नमान्नुहोस्।

विद्युतीय बीजक सम्बन्धी कार्यविधि, २०७४ को दफा ३ र ४ ले सफ्टवेयर सूचीकरण र सम्बन्धित कर कार्यालयको अनुमति छुट्टाछुट्टै आवश्यक पर्ने बताउँछ। स्वेच्छाले विद्युतीय बीजक जारी गर्ने व्यवसायलाई पनि यो व्यवस्था लागू हुन्छ। अनिवार्य बिलिङको कारोबार सीमाभन्दा तल हुँदैमा अस्वीकृत सफ्टवेयरबाट विद्युतीय बीजक जारी गर्न मिल्ने होइन।

PAN दर्ता, VAT दर्ता, सफ्टवेयर सूचीकरण र व्यवसायको बिलिङ अनुमति एउटै कुरा होइनन्। कागजमा PAN, VAT वा बिल नम्बर छापिँदैमा सफ्टवेयर स्वीकृत भएको प्रमाण हुँदैन।

कसलाई विद्युतीय बिलिङ र CBMS अनिवार्य छ?

IRD को ४ वैशाख २०८३ को सूचना अनुसार वार्षिक कारोबार रु. २० करोडभन्दा बढी भएका करदाताले विद्युतीय बीजक जारी गरी जारी भएकै समयमा CBMS मा आबद्ध गर्नुपर्छ। कारोबारको प्रकृतिअनुसार उपभोक्तालाई प्रत्यक्ष बीजक नदिने बैंक तथा वित्तीय संस्थाजस्ता निकायलाई उक्त सूचनाले अपवादमा राखेको छ।

रु. २० करोडभन्दा कम कारोबार हुँदा सबै व्यवसायलाई छुट हुन्छ भन्ने होइन। कार्यविधि IRD ले विद्युतीय बिलिङ गर्न तोकेका र स्वेच्छाले विद्युतीय बिलिङ रोजेका व्यवसायलाई पनि लागू हुन्छ। आफ्नो व्यवसायमा लागू हुने सूचना र अनुमतिका सर्त हेर्नुपर्छ; एउटै कारोबार रकमलाई मात्रै सबै नियमको आधार नबनाउनुहोस्।

CBMS को दायित्व अनुमति र कार्यविधिमा भएका क्लाउड प्रणालीसम्बन्धी सर्तबाट पनि आउन सक्छ। कारोबार रु. २० करोडभन्दा कम छ भनेर मात्रै CBMS नचाहिने निष्कर्ष ननिकाल्नुहोस्। आफ्नो क्षेत्र, कारोबार र बिलिङ व्यवस्थामा कुन नियम लागू हुन्छ भन्ने कुरा दर्ता भएको कर कार्यालय वा लेखापालसँग पुष्टि गर्नुहोस्।

Pasal को अहिलेको अवस्था

८ अक्टोबर २०२६ सम्म Pasal ले IRD सफ्टवेयर स्वीकृति पाएको छैन। IRD सुविधा Off/Test मा मात्र छ; Live पठाउन मिल्दैन। परीक्षण सफल हुनु वास्तविक कर दाखिला वा स्वीकृति होइन। Test मोडको विवरण पढ्नुहोस्।

Pasal बाट निस्कने नम्बर भएको रसिद वा “Tax invoice” लेखिएको कागजलाई स्वीकृत विद्युतीय बीजकको प्रमाण नमान्नुहोस्। आवश्यक कर बिलिङका लागि सूचीकृत प्रणाली र व्यवसायको अनुमति कायम राख्नुहोस्। Pasal लाई पसल व्यवस्थापनका काममा सँगै प्रयोग गर्दा एउटै बिक्री दुई पटक गणना नहुने गरी अभिलेख मिलाउनुहोस्।

पसलको दैनिक काममा Pasal किन उपयोगी हुन सक्छ?

  • आफ्नो वेबसाइट: डिजाइन छान्नुहोस्, सामान वा मेनु देखाउनुहोस् र ग्राहकलाई अनलाइन अर्डर गर्ने लिंक दिनुहोस्।
  • अर्डर र स्टक: एउटै क्याटलगबाट काउन्टर र अनलाइन अर्डर व्यवस्थापन गर्नुहोस्। सेटअपअनुसार साइज, रङ र सिरियल नम्बरको स्टक राख्नुहोस्; ग्राहकलाई स्टक संख्या देखाउने वा लुकाउने निर्णय गर्नुहोस्।
  • खाता र ग्राहक: उधारो र बाँकी रकमका लागि छुट्टाछुट्टै कापी वा च्याट खोज्नु पर्दैन।
  • दिनको हिसाब: बिक्री, खर्च र सामानको रिपोर्ट हेर्नुहोस् र लेखापालका लागि अभिलेख तयार गर्नुहोस्। रिपोर्ट कर विवरण दाखिलाको विकल्प होइन।
  • अरू काम: योजनाअनुसार स्टाफ पहुँच, तलब पर्ची, बुकिङ र लोयल्टी उपकरण उपलब्ध छन्। नेपाली र अंग्रेजीमा काम गर्न सकिन्छ।

Pasal को उपयोगिता यी दैनिक काममा छ। कानूनी रूपमा स्वीकृत बिलिङ चाहिएको छ भने त्यसको व्यवस्था पहिले गर्नुहोस्। त्यसपछि डेमो हेरेर, हालका योजना र मूल्य बुझेर र आफ्नै कामसँग तुलना गरेर पसल खोल्ने निर्णय गर्नुहोस्।
